About SOEPF

ORGANISATION

Established in 2004, State Owned Entity Procurement Forum (SOEPF) has more than 30 members exists to:

  • Support South Africa’s developmental agenda in unlocking opportunities for Small and Micro Businesses and increased participation by marginalised entrepreneurs in public procurement and the economy more broadly.
  • Through implementation of policies such as but not limited to Broad- Based Black Economic Empowerment, Black Industrialist Policy, Industrial Policy Action Plan, Local Procurement Accord, Competitive Supplier Development Plan and National Development Plan.
  • Promote best practices in Supply Chain management and Supplier Development.
SOEPF is a vital source primarily of creating access to market for Black Industrialists. SOEPF will use the following initiatives as distinct procurement levers to support the Black Industrialists Policy
  • Leveraging SOCs procurement through targeted procurement for local production;
  • Export market support, including export-readiness measures and export marketing;
  • Support to access domestic supermarket shelves in partnership with participating supermarket chains; and
SOEPF will publish long-term procurement opportunities as per SOC’s demand management strategies to assist black industrialists to position themselves for such opportunities.

These executives are from State Owned Companies, they meet once a one a year at the Annual Meetings of the Executives.
They have adopted and committed to the implementation of the following four priority programmes that will form part of Programme of Action for each financial year; Black Industrialist and Enterprise Development ; Research and Innovation Support;

Formation of Strategic partnerships on the Review of PPPFA; Skills Development - Professionalization of the Industry through achievement of the following outputs- the Public Procurement Awards (AAPP Awards), Education drive and obtaining of required Qualifications and Designation.

Governance

  • The Chairperson Mr. Dennis Mlambo is responsible for running the executive and SOEPF meetings.
  • The dti is responsible for overall office management of the forum.
  • The Chairperson and Executive Members are selected by the members of the forum for a five-year, renewable term.

FORUM ADVISORY COUNCIL

The Executive has the Advisory Council comprises the collective talents of professional individuals who have each proven to be leaders in their respective fields of expertise.
